Yes. Blessed Builders utilizes Project Management software to manage bids, scheduling, documentation, progress photos, and internal messaging. There is no cost to subcontractors for using the system. We provide complimentary onboarding and training to ensure you and your team can confidently and efficiently use the platform.
Bidding & Scope Management

Your assigned Project Manager will issue a request for proposal or coordinate a site walkthrough. Proposals should be submitted via email or your preferred estimating platform and must include detailed, itemized pricing along with any assumptions. Blessed Builders may obtain multiple bids for the same scope of work to ensure competitive and fair pricing.

Unforeseen conditions may arise. Any modification to the approved scope must be documented through a written cost proposal and approved by your Blessed Builders Project Manager prior to proceeding. In urgent situations involving safety, verbal authorization may be granted but must be followed by written confirmation. Work performed without proper approval will not be eligible for payment.

Yes. We value professional input and expertise. However, any substitutions or scope adjustments must be reviewed and approved by the Project Manager and reflected in a revised estimate or formal change order before implementation.
Pricing, Payments & Insurance Requirements

Blessed Builders generally aligns pricing with PHDC guidelines to maintain consistency, transparency, and fairness. All rates must be approved prior to commencing work and should reflect reasonable costs consistent with project funding and community standards.

Typically, upfront deposits are not issued. Subcontractors should be financially prepared to cover labor and material expenses until payment is processed under net 30 terms. In special circumstances, arrangements may be considered on a case-by-case basis.

Payments are issued on a net 30 basis once a valid invoice has been received and the work has successfully passed required inspections, including review by city or third-party inspectors and the Blessed Builders Project Manager.

All subcontractors must maintain:
Valid trade or home improvement license (Philadelphia, PA, or NJ, as applicable)
General Liability Insurance: $50,000 bodily injury and $50,000 property damage
Auto Liability: $15k per person / $30k per accident bodily injury, $5k property damage, plus $5k medical benefits
Workers’ Compensation: $500,000
Proof of current coverage must remain on file at all times.
